In a news statement, the Minister of Justice, Merrick Garland, stated that “Rui-Siang Lin is accused of being the architect of Incognito, a $100 million dark web project aimed at trafficking lethal drugs into the United States and around the world.” Incognito is a scheme that aims to traffic drugs that are lethal.

According to the press release, since the official opening of “Incognito Market” in October 2020, hundreds of kilograms of cocaine, methamphetamines, and other illicit substances have been sold on the platform.
