On Monday, March 18, Joe Biden signed a decree that will stimulate scientific study on women’s health. This research should, in particular, expand information about diseases that impact women more than males, such as osteoporosis and Alzheimer’s disease.

On Monday, March 18, the Vice President of the United States, Joe Biden, signed an executive order that instructed his administration to prioritize research on women’s health, which had been neglected for a long time. According to reports from Agence France-Presse, Vice President Kamala Harris and First Lady Jill Biden were also present at the inauguration.

In the midst of an election year, the president also made use of the chance to put some distance between himself and his Republican opponents. “Those who brag” about rolling back the federal right to abortion or who “support a national ban on abortion, have no idea of the power of women,” Joe Biden stated after the signing of the decree, as published by Agence France-Presse. “Those who brag and support a national ban on abortion have no idea of the power of women.”

According to statements made by the White House, this paper constitutes the most comprehensive collection of steps that the executive branch has ever taken on this subject. In particular, he gives directives to federal agencies to “prioritize” spending in research on women’s health, which, for instance, has not been included in clinical trials for a considerable amount of time.

According to Dr. Carolyn Mazure, who is involved in the White House program and is also the director of the Center for Research on Women’s Health at Yale University, “Women make up half of the population, but for far too long, research on women’s health has been understudied and underfunded.”

For the purpose of expanding and improving research on women’s health, President Biden is currently in the process of signing a new administrative Order that will direct the most comprehensive collection of administrative actions that have ever been taken. These directions will ensure that women’s health is integrated and prioritized across the whole federal research portfolio and budget, and they will also encourage new research on a wide variety of themes, including women’s health during the middle years of their lives.

More than twenty new actions and commitments by federal agencies are also being announced by the President and First Lady. These announcements are being made through the Department of Health and Human Services (HHS), the Department of Defense (DoD), the Department of Veterans Affairs (VA), and the National Science Foundation (NSF), among other federal agencies. A first step toward the transformative core finance on Women’s Health that the President has called on Congress to invest in is the introduction of a new endeavor that will be implemented across the National Institutes of Health (NIH).

This effort will direct important investments of $200 million in Fiscal Year 2025 to finance new research that is interdisciplinary in nature and focuses on women’s health. Moreover, these activities are a continuation of the announcement that the First Lady made a month ago on the Advanced Research Projects Agency for Health (ARPA-H) Sprint for Women’s Health. In that announcement, she pledged one hundred million dollars to research and development that would be transformative in the field of women’s health.

The President is releasing an Executive Order today that will, among other things:

It is important to incorporate women’s health within the overall federal research portfolio. In order to help ensure that the Administration is better leveraging every dollar of federal funding for health research to improve women’s health, the Executive Order directs the constituent agencies of the Initiative to develop and strengthen research and data standards on women’s health across all relevant research and funding opportunities.

This is done with the intention of ensuring that research and data standards are developed and strengthened. These initiatives will build on the current policy of the National Institutes of Health (NIH) to guarantee that the research it finances takes into consideration the health of women during the process of developing study designs, collecting data, and analyzing the results. Beginning with the applications that prospective grantees submit and continuing all the way through the manner in which they report on grant implementation, agencies will take measures to guarantee that women’s health is taken into consideration at each and every stage of the research process.

Put an emphasis on investments in research pertaining to women‘s health. The Executive Order instructs the constituent agencies of the Initiative to prioritize funding for research on women’s health and to encourage innovation in women’s health. This is to be accomplished through the use of ARPA-H and other multi-agency initiatives such as the Small Business Innovation Research Program and the Small Business Technology Transfer Program.

These organizations are committed to high-impact research and innovation, and one of the ways they do this is by providing financial assistance to early-stage small enterprises and entrepreneurs who are involved in research and innovation. In addition, the Executive Order instructs the Department of Health and Human Services and the National Science Foundation to investigate ways to make use of artificial intelligence in order to promote studies on women’s health.

These increased contributions, which will be distributed among a wide variety of organizations, will provide support for innovation and open up new avenues leading to advancements in women’s health.

Encourage new research on the health of women in their midlife years. Expanding data collection efforts related to women’s midlife health; launching a comprehensive research agenda that will guide future investments in menopause-related research; identifying ways to improve management of menopause-related issues and the clinical care that women receive; and developing new resources to help women better understand their options for menopause-related symptom.

prevention and treatment to narrow research gaps on diseases and conditions associated with women’s midlife health or that are more likely to occur after menopause are some of the things that the President is directing the Department of Health and Human Services (HHS) to do in order to narrow research gaps on diseases and conditions that are associated with women’s midlife health or that are more likely to occur after menopause. The Executive Order also instructs the Department of Defense and the Department of Veterans Affairs to conduct research and study on menopause treatment for women who have served in the military and women who have served in the military.

Executive Order directs the Office of Management and Budget and the Gender Policy Council to lead a robust effort to assess gaps in federal funding for women’s health research and identify changes—whether statutory, regulatory, or budgetary—that are required to maximally support the broad scope of women’s health research across the federal government.

This effort is directed to be carried out in order to maximize the support for women’s health research across the federal jurisdiction. In addition, agencies will be expected to provide annual reports detailing their investments in research pertaining to women’s health, as well as the success they have made in their attempts to enhance the health of other women.
